    Crash survivor arrested for driving car without required breath-alcohol ignition lock

    Groton — The lone survivor of a fiery drunken-driving crash that killed three people in 2007 was arrested Thursday after police discovered he was driving a car without a required breath-alcohol ignition interlock device.

    Nelson A. Panganiban Jr., 24, of 64 Round Hill Road was charged with driving without a breath-alcohol ignition interlock device and failure to use a turn signal.

    Police said Panganiban was stopped Thursday in the area of West Main Street in downtown Mystic for a motor vehicle violation. The police officer discovered that he was required to drive a car equipped with an ignition interlock device. Panganiban admitted to borrowing a car, police said.

    He was sentenced Oct. 9, 2013, to a suspended six-month sentence followed by one year of probation for driving under the influence of alcohol or drugs.

    The state passed legislation that went into effect in 2012 that requires the devices to be installed after first-time convictions rather than second offenses.

    On Jan. 27, 2007, Panganiban was a passenger in a car driven by Cameron Lee of Mystic that was traveling in excess of 100 mph when it crossed the center line on Flanders Road and struck a car carrying John Geise of Mystic and Wayne Lecardo of Groton Long Point.

    The crash killed Lee, along with Geise and Lecardo, who had been heading home from their jobs at Foxwoods Resort Casino. Panganiban escaped with a leg injury after Lee’s car burst into flames. Lee’s blood alcohol content was 0.12 percent, six times the legal limit for teens.

    Panganiban also was charged with driving under the influence in July 2008. There is no mention of that case on the state judicial database.

    Panganiban was issued a promise to appear in court and given a court date of Nov. 20.
