    Leadership the answer to CMEEC issues

    The Norwich City Council had the right to deal with the recommendations of the city's Ethics Committee. Why did they pass the responsibility on? The Public Utilities Commissioners have to pass on people they have or will continue to work with. Not an easy position to be in. The council had every right to initiate its own investigation of this embarrassment to the City of Norwich. Why has the city not called all the other town owners of CMEEC to be on the same page? 

    Eliminating CMEEC is not the panacea. Leadership is the answer, transparency, sense of fairness and lack of entitlement. We have not heard from the CEO except to tell us he has saved the towns lots of money, as if doing one's job justifies the impropriety of wasting one million bucks. The conscientious people who work for CMEEC deserve the credit for any savings. John Bilda, head of the Public Utilities runs a good department. However, paying back the monies that were paid out for trips is not punishment. It is like paying back the IRS. Tell me what you do and I will tell you who you are.
