East Lyme approves plan for Mostowy Road at special meeting

East Lyme - A plan to abandon a portion of Mostowy Road gained approval at a special town meeting Wednesday.

The discontinuance of part of Mostowy Road in the Darrow's Ridge subdivision is a component of an overall project to realign the road and create a safer entrance from Route 161, said First Selectman Paul Formica. The improvement also will provide an easier access route for school buses, snow plows and utility trucks, he said.

The town and the developers of New England National and Niantic Real Estate reached an agreement this summer for a plan that called for paving Darrow's Court and Darrow's Ridge Road, and realigning Mostowy Road.

Under the plan, the developers and the town essentially swapped parts of their properties, said Formica. The town used the new land to create a 90-degree entryway on Mostowy Road from Route 161, while the developers built houses on the new property. The Board of Selectmen had approved the improvements, but the abandonment of the road also required approval at a town meeting.

In addition, a vote on a $505,717 appropriation for a health care clinic, an item originally scheduled for Wednesday's meeting, was postponed because the Board of Finance is seeking more information on the proposal and did not take a vote on it at its last meeting.

The proposed appropriation would cover the costs to start up a clinic for town employees and their dependents, which would be operated by CareHere, a private company based in Brentwood, Tenn.
