    Crouse: More information needed to assess impact of highway tolls on Stonington

    Stonington — First Selectman George Crouse said Thursday that there is not enough information yet to say how proposed electronic border tolls on Interstate 95 here would impact the town.

    “It’s just a proposal. When it gets to the point where it’s a serious proposal, I’ll have to do an impact study with our public works department and police commission to see how it would affect us,” he said.

    But Crouse said he is already hearing from residents who both support and oppose the proposed tolls.

    Crouse’s comments came one day after the General Assembly’s Transportation Committee held a public hearing on a bill that would establish border tolls on I-95, I-91 and I-84.

    Legislators and business leaders from Greenwich, Danbury and Enfield attended the hearing and opposed the tolls, saying they would create traffic congestion on local roads and hurt businesses as motorists tried to avoid them.

    Crouse said the impact on the town would depend on the exact locations of the tolls, which could also affect North Stonington. He said he expected residents would try to circumvent them.

    He added that if tolls were implemented, he would want to be assured the revenue would go into a lock box so it could only be used to fund transportation improvements. The legislature is currently considering two bills that would do that.

    No estimates are yet available about the cost of implementing tolls or how much revenue they would raise to help fund improvements to the state’s road, bridges and transportation systems.

    Technology would allow the state to collect tolls without booths or plazas. Drivers at highway speed would pass under gantries that would read E-Z Pass-type transponders. Cameras would take photos of the license plates of vehicles without transponders and send the owners a bill.

    The state closed its tolls after a 1983 crash at a Stratford toll plaza killed seven people.
