    Norwich City Council postpones budget vote

    Norwich – The City Council will delay action on approving the city and school budgets until June 8, the deadline allowed in the city charter for adopting a budget, as it awaits final action by the state legislature on the state budget.

    Mayor Deberey Hinchey said at the start of Monday’s council meeting that she has been in contact with state legislators and “there is much going on there today.” City officials are awaiting final word on state revenues for the city and education.

    The council will meet at 7:30 p.m. June 8 in Council Chambers to set the final budget. By charter, the council must approve a final budget by the second Monday in June.

    If municipal aid and state education grants remain as originally proposed in Gov. Dannel P. Malloy’s budget unveiled in February, and the council agrees with the latest amendments, aldermen are considering a final combined city and school budget of $121,124,499, requiring a tax rate increase of 2.35 mills, a 6.1 percent increase in the tax rate. The citywide tax rate would rise to 40.9 mills, and the central city fire tax would drop slightly to 7.16 mills from this year’s 7.38 mills.

    Aldermen on May 18 agreed to increase the Board of Education budget by $1.7 million over acting City Manager John Bilda’s proposed budget, bringing the school total to $74 million. A series of amendments to the city government budget were to be considered Monday that reduced the budget by $264,943 in cuts submitted by Hinchey.
