New London — Jason Clark, of City Center District of New London, held a wreath in place while volunteer Caleb Russell began to attach it to a lamp post on Bank Street Thursday. City Center District workers and volunteers began to place Christmas wreaths on the lamp posts in downtown Thursday and by early next week the each lamp post along Bank and State streets will also have ribbons and garland. The lights on the wreaths should be turned on by the end of next week.
