    Lyme to revise regulations for farm wineries

    Lyme — The town plans to revise its zoning regulations before considering an application from a local vineyard to offer appointment-only wine tastings.

    The proposed regulation would address agriculture and farms with an emphasis on wineries as a permitted use that would be subject to special permit approval.

    The town’s Zoning Enforcement Officer Bernie Gigliotti said in a phone interview Tuesday that the determination was made in light of a recent Supreme Court decision on what constitutes a special permit. It also reflects suggestions made by residents at a public hearing last month on an application from Sunset Hill Vineyard to offer appointment-only wine tastings on weekends.

    “It was determined that the best bet for the town would be to revise our regulations, as requested by a number of people at the public hearing,” said Gigliotti.

    At the hearing, some residents said the town should first go through a process to determine its regulations for farm wineries.

    On Monday, the Planning and Zoning Commission approved an updated Plan of Conservation and Development that reflects responses from a 2014 survey of residents.

    About 90 percent of respondents said they were either extremely in favor or in favor of farms and promoting agriculture in town, said Gigliotti, and the regulation that the Planning and Zoning Commission is looking to enact will be the first step toward addressing how the town should do that.

    The regulation, once crafted, will be subject to a public hearing process.

    If approved, then Sunset Hill Vineyard, which withdrew its recent application, is expected to then re-apply to the Planning and Zoning Commission.
