Stonington Housing Authority receives grant to renovate Pawcatuck complex

Stonington — The Stonington Housing Authority has received $800,000 in federal Community Development Block Grant funding to renovate all 60 units in the Edythe K. Richmond Homes complex in Pawcatuck.

Authority Director Elaine Schmidt said Thursday that she is now in the process of applying for an additional $500,000 state grant to complete the project.

The project calls for renovating the bathrooms in each unit and replacing the front doors, windows, flooring, storm doors and exhaust fans, and insulating the walls between the units to provide additional privacy for residents.

“It’s really exciting. Our residents are so happy,” Schmidt said.

The original section of the complex is approximately 35 years old, with 10 units about 25 years old. The units all have their original doors, windows, floors, fans and bathrooms.

The Sisk Drive complex is home to 64 seniors and younger disabled residents. All the units are full and there is a waiting list for prospective residents.

Schmidt said the authority learned the $800,000 grant was approved last fall but did not receive a formal signed contract until last week. She prepared the grant with assistance from a consultant hired by the town.

Schmidt said the authority now plans to seek bids for the work, which she hopes will begin in May. The work is estimated to take nine months to a year to complete.

The Board of Selectmen has agreed to waive the $7,200 in building permits fees the authority would have to pay the town. Schmidt said this will allow the authority to put that money toward the renovations.
