    FBI agents seize heroin, cocaine, arrest Norwich man at Boswell Avenue residence

    Norwich — A Norwich man was arrested early Tuesday after a SWAT team from the FBI searched a Boswell Avenue residence and seized 53 grams of heroin and 7.5 grams of cocaine, an arrest warrant affidavit said.

    Ramel Artis, 34, of 229 Boswell Ave., No. 9, was charged with possession of controlled substances with intent to distribute and presented in federal court in Hartford.

    He will be detained as a result, Norwich police said on the department’s Facebook page

    At about 6 a.m. Tuesday, the FBI’s New Haven division SWAT team entered the apartment and saw a man, later identified as Artis, run from a basement trying to flee, the warrant said.

    Investigators also found a second man and woman at the residence, who were arrested by Norwich police on state charges, the affidavit said.

    Their names were not immediately available.

    Investigators found packaging material and tools used to prepare and distribute heroin, including a backpack with scales, sifters, strainers and blenders, “all of which contained suspected heroin residue,” the warrant said.

    “It appeared based on the presence and location of these items that Artis and the second male were actively engaged in packaging and preparing heroin for sale at the time investigators made entry into the residence pursuant to the search warrant,” the affidavit said.

    Investigators also found three clear sandwich bags containing individually packaged bags of a beige powdery substance, a sample of which tested positive for the presence of heroin, the affidavit said.

    The bags together weighed 53 grams, the affidavit said.

    The SWAT team also found a single bag containing a white powdery substance, which tested positive for the presence of cocaine. The bag and powder weighed 7.5 grams.

    Members of the Norwich Police Department, Waterford Police Department, and the Regional Community Enhancement Task Force assisted members of the FBI in serving the federal search-and-seizure warrant at the residence.
