    Norwich Ethics Commission discusses complaints behind closed doors

    Norwich – The Ethics Commission met behind closed doors for nearly three hours in a special meeting Monday discussing three pending complaints that likely involve lavish trips hosted by the Connecticut Municipal Electric Energy Cooperative to the Kentucky Derby that included dozens of utility commission officials and city officials.

    The 2016 trip cost $342,300 and included Norwich Public Utilities General Manager John Bilda, NPU Division Manager Steve Sinko, Board of Public Utilities Commission Chairwoman Dee Boisclair and Vice Chairman Robert Groner. Mayor Deberey Hinchey attended as an invited guest.

    The Ethics Commission met for the first hour and 45 minutes Monday with city Corporation Counsel Michael Driscoll, and then remained behind closed doors for nearly another hour discussing the complaints privately. When the commission emerged, it adjourned without taking action. The next scheduled meeting will be at 5 p.m. Dec. 12.
