Suhely Mirand-Gutierre, 36, of 108 Connecticut Ave., New London, was charged Tuesday with driving with a suspended license, driving an unregistered motor vehicle and failure to have proper insurance.

Devon Annibalini, 34, of 21 High Ridge Road was charged Tuesday with driving with a suspended license and failure to drive in the proper lane.
