    Man arrested Tuesday in Mystic arrested again in New London after cafe disturbance

    New London — Kenneth Elyosius, 62, was arraigned in Superior Court in New London Thursday. It was the second day in a row that the former Hartford police officer appeared in court.

    Elyosius was charged Wednesday with first-degree trespassing, breach of peace and refusal to submit to fingerprints. New London police had no certain address listed for Elyosius in their arrest record for him, but court documents show him living at 258 Farmington Ave. #2 in Bristol.

    New London police responded to Hot Rod Cafe at 114 Bank St. on Wednesday to investigate the report of an individual, who had been previously warned to stay out of the restaurant and its associated properties, causing a disturbance there.

    Police say the man, later identified as Elyosius, told an employee that when he saw the business owner, he was going to kill him. On July 23, police were called to the restaurant for a similar type of incident involving Elyosius but no charges were filed.

    Judge Omar Williams set bond at $5,000, and said the conditions of Elyosius' release, in addition to those he was given on Wednesday, were that he undergo mental health and alcohol evaluations and follow up with any treatment recommendations made, have no contact with Roderick Cornish, owner of Hot Rod Cafe, stay out of Hot Rod's and New London Ink, and remove his boat from its present location and dock it at a lawful place.

    Elyosius, who was wearing a white Tyvek jumpsuit, sat quietly while waiting for his name to be called. He made several attempts to explain himself to Judge Williams.

    Of Wednesday's incident, he told the judge that he was walking "from Point A to Point B" and that he'd been in touch with a woman at Re/Max who was going to show him a storefront near Hot Rod's.

    He said he was standing in front of the restaurant waiting for the woman because he was unsure exactly where the storefront was when bouncers from Hot Rod's came out to remove him, at which point he ran away. Elyosius called the incident a misunderstanding.

    "You've had a lot of misunderstandings within the last 48 hours, wouldn't you say?" Williams asked.

    Police confirmed that he was the same Kenneth Elyosius who was arrested in Mystic on Tuesday after anchoring his 30-foot boat in the channel of the Mystic River just south of the drawbridge, refused to move and began shouting obscenities at other boaters.

    He is also the same man who docked his boat overnight alongside the swimming raft at Dubois Beach at Stonington Point earlier this month, prompting calls from concerned residents worried the boat would tear the raft loose, causing it to wash ashore.

    Police told The Day earlier this week that they have dealt with Elyosius on several recent occasions and issued him trespassing warnings as he became an "unwanted guest" at marinas and establishments along Mystic River and Stonington Harbor.

    During his arraignment Thursday, an official said he'd been arrested 21 times.
