Convicted sex offender Beemer may face new child molestation charges

Convicted child molester Robert T. Beemer was under a court order to have no contact with children, but for several months this spring, police say, he had access to a 5-year-old and 9-year-old for whom his live-in boyfriend was babysitting.

Beemer, 52, was living at 128 Broadway in Norwich and working as a dishwasher at Norm’s Diner in Groton when he was charged in August with two counts of violation of probation, according to court documents.

An investigation is continuing, and officials said Wednesday during Beemer’s appearance in New London Superior Court that he may be served with an arrest warrant charging him with additional crimes.

It is the fourth time Beemer has been charged with violating his probation since he was released in 2008 after serving an eight-year sentence for sexually assaulting children in the 1990s.

His original sentence was 20 years in prison, suspended after eight years served, followed by 25 years of probation, with lifetime registry as a sexual offender.

Since 2008, he has served additional short prison stints for violation of probation after probation officers reported he had lingered in playgrounds, stolen diapers, failed substance abuse screens, possessed child pornography and had unapproved contact with one of his victims.

One of the victims of the 1990s case, who is now an adult with children of her own, was in court with her mother Wednesday when Beemer made a routine appearance before Judge Hillary B. Strackbein.

Though they have been told they have no legal standing in Beemer’s new case, mother and daughter said they’re hoping to make sure Beemer doesn’t get an opportunity to hurt more children.

“I’ve done years and years of counseling,” the victim said. “I don’t understand why he was walking free after eight years.”

According to an arrest warrant affidavit in his current case, Norwich police notified probation officer Diane Reed on July 28 that they had received a complaint from a friend of Beemer’s live-in boyfriend, Eric Lambert.

The woman said Beemer had sexual contact with her son and daughter while Lambert was sleeping.

The children described the sexual acts in detail, with the daughter saying that Beemer promised her ice cream if she complied and the son reporting that Beemer had touched him sexually more than once.

Lambert admitted to the probation officer that the two children had been spending the night at the apartment “a couple times a week” since April.

During a home visit at the apartment, the probation officer said she found Beemer in possession of DVDs of children’s movies, which he was prohibited from possessing, and two unapproved cellphones.

Beemer is being held in lieu of $300,000 at the MacDougall-Walker Correctional Institution and is being represented by attorney Gregg W. Wagman.

He will be prosecuted by Senior Assistant State’s Attorney Theresa Anne Ferryman, who prosecuted him in the original case.

His next court date is Nov. 18.
