    Retired New London police officer rearrested six days after release

    Waterford — Police on Wednesday rearrested Chad L. Stringer — the retired New London police officer who is facing numerous harassment and voyeurism charges related to his ex-wife — after he allegedly violated the conditions of his Jan. 14 release.  

    Stringer, 41, of 12 Tyler Place, Quaker Hill, was charged Wednesday with violation of conditions of release, possession of drug paraphernalia and possession of narcotics — cocaine and heroin.

    Stringer, unable to post a $60,000 bond on Dec. 22, spent just more than three weeks in custody at various correctional institutions before a family member posted the bond Jan. 14.

    According to Stringer's attorney, Jassette A. Henry, the same family member also arranged for Stringer to receive treatment through the Southeastern Mental Health Authority.

    Judge Omar A. Williams of the New London Superior Court gave Stringer four orders to follow upon his release: submit to GPS monitoring at his own expense and leave his home only for work and treatment; comply with the mental health authority; take medication if necessary; and obey the protective order that forbids him from having contact with his ex-wife.

    Lt. Stephen Bellos said Wednesday that Stringer violated the GPS aspect of the agreement.

    That violation prompted police and a state probation officer to go to Stringer's home, where police said they arrested him without incident and discovered drugs and drug paraphernalia.

    Stringer — who was an officer with the New London Police Department for more than 12 years before being granted a service-connected disability retirement in 2009 — is facing several other charges stemming from three December incidents involving his ex-wife.

    In one of the cases, Stringer allegedly sent his ex-wife emails and texts — the latter of which contained sexual photographs of her with him that she was unaware he had taken — despite an existing protective order against him.

    He also is accused of sending similar graphic text messages to his ex-wife's current boyfriend and of puncturing one of her vehicle's tires while she shopped at Target on Dec. 18.

    In addition, Stringer has two pending criminal cases from May 2015, one related to violating a restraining order and the other related to violating conditions of release.

    Records show that Stringer's divorce was finalized in April 2015.

    Stringer, held on a $500,000 bond, is scheduled to appear in court Thursday.
