    Norwich man faces child porn charges

    Montville — State police arrested a Norwich man Thursday on charges he allegedly emailed child pornography to an individual in Rhode Island. 

    Brian W. Seibert, 34, of 171 Broadway, Apt. 4, turned himself in to state police at Troop E in Montville who had an active warrant for his arrest.

    Seibert is charged with first-degree possession of child pornography, dissemination of voyeuristic material, voyeurism and risk of injury to a minor.

    In November of 2015, the state police computer crimes unit began an investigation based on a referral from the U.S. Department of Homeland Security’s Homeland Security Investigations division.

    On Nov. 20, 2015, members of the state police computer crimes unit, Homeland Security Investigations and Norwich police executed a search-and-seizure warrant at Seibert’s apartment.

    Seibert was developed as a suspect at that time, and police said they seized computer files containing child pornography and emails sent from Seibert to an unidentified individual in Rhode Island.

    Police said Seibert also sent photos of a female child that were taken without the child’s knowledge.

    Free after posting $200,000 bail, Seibert is scheduled to appear Feb. 25 in Norwich Superior Court.
