    State dismisses complaints against New London Republican Town Committee

    New London — The state Elections Enforcement Commission has dismissed two complaints against the New London Republican Town Committee — including an allegation that the committee improperly appointed the last two Republican registrars of voters.

    Former RTC members Sharon Wyatt-Giesing and Patricia McCarthy complained that the RTC did not follow the City Charter — Article II, Section 8A — and appoint Deputy Republican Registrar Michael Doyle to fill the registrar position left vacant with the death of Barbara Major in 2014.

    They also argued the committee did not properly appoint Doyle’s successor, Robert Pero, who took over in December.

    Wyatt-Giesing’s daughter had made an unsuccessful bid at one point to become the Republican registrar.

    The Election Enforcement Commission dismissed the complaint in June, citing a state law, General Statutes 9-192, in which duties of the registrar automatically transfer to the deputy registrar.

    While the RTC was free to make an appointment to fill a vacancy, they chose not to, according to the commission.

    The commission also noted New London was the only municipality where the registrars are appointed and not elected.

    A second complaint alleged the RTC held a fundraiser on July 18, 2015, and failed to report $280 in proceeds.

    The commission dismissed the complaint after an investigation that found the money was accurately recorded.

    Bill Vogel, who was RTC chairman when both Doyle and Pero took over as registrar, said “we never really were worried about the complaint. We knew we were on solid ground.”
