    Sister of convicted killer applying for reward in Norwich murder case

    The sister of convicted killer Jose Ramos is seeking the $25,000 reward that was offered by the state for information leading to the arrest and conviction of the person who fatally shot Tynel Hardwick in Norwich eight years ago.

    Shavonna Kincade and her husband, James Kincade, who both testified at Ramos’ trial in Superior Court in Norwich in February, have applied for the reward and were present at a hearing on the matter Monday morning, according to prosecutor Lawrence J. Tytla. Ramos, 33, was convicted of murder and sentenced to 60 years in prison.

    Judge Arthur C. Hadden, who had presided at the trial, deferred action on the reward, since Ramos is appealing his conviction, Tytla said.

    Hardwick, 29, had been fatally shot in the head on Oct. 10, 2008, as he stood outside Rumors Bar & Grill on Boswell Avenue smoking a cigarette. The case went unsolved until 2012, after police obtained statements from several cooperating witnesses, including Ramos’ sister, brother-in-law and best friend.

    Testimony at the trial indicated that after a small tiff inside the bar, Ramos left and retrieved a rifle he kept at his sister’s nearby home. He lay in wait in a grassy lot 143 feet from the front door of the bar and killed Hardwick with a single gunshot to the head.
