    Ex-Hartford officer charged with kicking handcuffed man during arrest

    HARTFORD — A now-retired Connecticut police sergeant has been charged with intentionally kicking a handcuffed man in the head during an arrest in June.

    Officials say 46-year-old Sean Spell was taken into custody Thursday on charges of third-degree assault and second-degree breach of peace. He was released on bail and is scheduled to appear in court Dec. 21.

    Authorities had launched an investigation into whether Hartford officers used excessive force during the arrests of Ricardo Perez and Emilio Diaz.

    A video released in October appears to show Spell stomping on the head of a handcuffed man on the ground.

    Spell said in an incident report he used force on Diaz after he refused to stop spitting at Spell and comply with orders.

    Spell's lawyer says they had hoped for a "different outcome."
