Local school districts are sending students home early today in anticipation of a storm that could bring up to a foot of snow.

The National Weather Service says that snow will fall mostly at 3 p.m. today, with daytime accumulations of 2 to 4 inches. Snow could be heavier tonight, with nighttime accumulation of 6 to 10 inches. Tonight's low is forecasted at 13 degrees.

The snow should leave the region Wednesday morning, although temperatures could be as low as minus 4 with the wind chill.

CANCELLATIONS

Schools: East Lyme, Groton, Jewett City, Ledyard, Montville, New London, Norwich, Old Lyme, Old Saybrook, Salem, Stonington, Voluntown and Waterford have early school dismissal today.

Late afternoon and evening classes at all campuses of the University of Connecticut, including the Avery Point campus in Groton, are cancelled starting at 3:30 p.m. UConn alerted students to check for an advisory at 5 a.m. Wednesday about whether classes will be delayed.

East Lyme – The Board of Education meeting, scheduled for 7 p.m. Tuesday, has been rescheduled for 7 p.m. Thursday.

Groton: All afternoon and evening programs for Groton Parks and Recreation and the Groton Senior Center are canceled.

Mohegan Sun: Souled Out's performance scheduled for tonight in the Wolf Den has been canceled.

New London: The City Council and Finance Committee meetings for Tuesday night have been postponed until Wednesday. Finance will meet at 5 p.m., followed by City Council at 7 p.m.

North Stonington: The Board of Selectmen meeting scheduled for 7 p.m. Tuesday has been canceled.

Norwich: The meeting of The Council of the City of Norwich scheduled for 6:30 p.m. has been postponed until 6:30 p.m. Monday, Jan. 27, at City Council Chambers. The Commission on the City Plan, which had a public hearing scheduled for tonight on Thayer's Marine & RV's expansion plans, has canceled the meeting. No new date has been selected. The Norwich Personnel and Pension Board and Board of Education Policy Committee also have been canceled for tonight. City Hall offices will be closing at 3 p.m. today due to inclement weather.

Old Lyme: The Board of Selectmen meeting, scheduled for 5:30 p.m. Tuesday, has been rescheduled for 5 p.m. Thursday. The 7:30 p.m. Zoning Board of Appeals meeting has been rescheduled for 7:30 p.m. Tuesday, Feb. 18. The 7:30 p.m. Board of Finance meeting has been rescheduled for 7:30 p.m. Tuesday, Jan. 28. The 4 p.m. The Volunteer Incentive Committee and 7:30 p.m. Ethics Commission meetings have also been cancelled and will be rescheduled at a later date.

Stonington: The Stonington Planning and Zoning Commission has canceled its 7 p.m. meeting and public hearing tonight on the West Marine proposal and rescheduled it for Feb. 4.

Waterford: Board of Selectmen meeting for tonight has been canceled.

PARKING BANS

East Lyme: The town has announced a parking ban on all streets and highways effective today until noon tomorrow, according to a notice on the town's Public Safety Facebook page. Overnight parking in the town parking lots is permitted overnight, it stated.

City of Groton: Parking is prohibited on the following streets through 7 a.m. Thursday: Thames Street, from Broad Street to School Street; Slocomb Terrace; Beckwith Place; Latham Street (odd side only); and Fort Street (odd side only).

Parking in legal parking spaces on unaffected streets is allowed. The city has also made parking available at Groton Heights School, the municipal parking lot at 2 Latham St., and at Washington Park.

Cars in violation of the snow removal parking ban may be ticketed and towed at the owner’s expense.

Montville: On-street parking is banned on all roads until noon Wednesday.

New London: Winter parking regulations for non-downtown streets and a downtown parking ban will be in effect at 4 p.m. tonight in the City of New London.

Free parking is available for city residents at the Water Street Parking Garage and at the downtown municipal lots.

Per winter parking regulations, cars must be parked on the odd side of the street.

Norwich: Parking on the odd side of all city streets is prohibited until the roads are cleared, according to the Norwich Police Department.

No parking is allowed on either side of narrow city streets, including Old Cemetery Lane, North Cliff Street, Shetucket Avenue, Terrace Avenue, Fourth Street from Prospect Street to Gilmour Street, Fifth Street from Prospect Street to Page Street, Lake Street, Pond Street, Freeman Avenue, Boswell Avenue from Lake Street to Arnold Street, the Laurel Hill section of Sunnyside Avenue, Fairmont Street from No. 16 to School Street, Carter Avenue, Fountain Street from No. 16 to School Street, Summer Street, Center Street and Quarry Street.

Vehicles in violation of the ban may be towed at the owner's expense and owners could receive at $25 fine, said police.

Old Lyme: A parking ban on Lyme Street and Ferry Road will go into effect at 6 p.m. tonight until 6 a.m. tomorrow.

Stonington: Police have announced that parking will be prohibited on all town roads beginning tonight and lasting until all roads are cleared Wednesday morning. Vehicles not removed will be ticketed and towed.

Stonington borough: There is no parking on Water Street in Stonington borough during the storm. On Wednesday, residents are asked to park on the even sides of Main and Elm streets and on the odd sides Thursday so the highway crew can clear the streets.

Waterford: A parking ban will go into effect when snowfall has reached 3 inches and will remain in effect until all roads have been cleared by the Public Works Department. During the ban, no vehicles may be parked on the side of the road. Any vehicles that are not moved will be towed at the owner's expense.
