    Two new hotels, two commercial buildings proposed for Mystic

    Stonington _ Developers of four proposed commercial buildings, including two large hotels, have submitted applications to the Stonington Planning and Zoning Commission.

    The commission will set future public hearings for the projects when it meets Tuesday night.

    Shefali Moore of North Haven, listed as the owner of J & H Hospitality, has submitted a zone change to create a Neighborhood Development District for property at 6 Coogan Drive and Clara Drive so he can build two four-story hotels with 217 guest rooms on nine acres behind the Holiday Inn Express.

    Each hotel would be about 65,000 to 70,000 square feet with one being listed as a Homewood Suites. The existing Holiday Inn Express is 72,000 square feet.

    Plans for the $10 million project states a new shared parking area will be created between the rear of the Holiday Inn Express and the two new hotels as the two parcels, which also contain the new Rio Salada restaurant will be combined.

    Plans for the two hotels had been submitted to the town earlier this year but then withdrawn after town officials had numerous questions about the application.  

    There is also a moratorium on new sewer hookups because the Mystic treatment plant is reaching capacity. This means the hotels could not open until the town undertakes a planned project to divert sewage to the underused borough plant.   

    The Neighborhood Development District designation, which the developers are seeking, is a floating zone tool established by the town in 2005 to "encourage redevelopment of underutilized commercial properties" and supersedes the existing zoning designation. It also is designed to preserve and enhance the town's historic character.

    The application for a master plan, though, gives the PZC a great deal of flexibility in determining what will be allowed on the site.

    Coastal Wealth Management is also seeking a special use permit to demolish two vacant homes at 1 Allen St. and 54-56 Williams Avenue (Route 1) and build a mixed-use, two-story, 9,900-square-foot building. The first floor would contain offices for Coastal Wealth Management while the second floor would contain three apartments. The firm is currently located on East Main Street. 

    AG Trust is also seeking a special use permit to modify an approved 10,000-square-foot office building at the corner of Masons Island Road and Harry Austin Drive to allow a three-story building to be used for medical offices, wellness and spa treatments. The building also intends to be served by on site septic system instead of sewers. It would be open from 8:30 a.m to 6 p.m. The building would be located at the entrance to the Naik Family Branch of the Ocean Community YMCA.
