Are tribal leaders 'war criminals?'

I read, with interest, the article regarding the removal of the John Mason statue from the capitol building in Hartford, and Mashantucket Chairman Rodney Butler's request to have Mason declared a war criminal, “Region’s tribes advocate for John Mason statue’s removal from State Capitol,” (Nov. 18). I felt his listing of the criteria for this appellation to be cogent though based on current accepted international rules of war.

The article also acknowledged the Mohegan and Narragansett tribes' alliance with Mason in the Pequot War. Does this mean that Mr. Butler will request that the Tribal Leaders of that time also be designated as war criminals?
