New London real estate agent, political activist selected as developer of Norwich house

Norwich — A New London real estate agent and former Republican congressional candidate was selected Tuesday by the City Council as the preferred developer of a single-family house at 19 N. Cliff St. taken for back taxes in 2016.

Lori Hopkins-Cavanagh, who now lives in Norwich, and business partner John Ames Steffian Jr. of Waterford submitted the proposal to renovate the rundown house under the name Burnham Square Development Agency LLC. The firm was not registered under the Secretary of the State’s business listing as of Tuesday.

Hopkins-Cavanagh and Steffian were selected from the three proposals received for the property. They plan a $70,000 renovation of the 1,218-square-foot two-story, three-bedroom house built in 1880. The council on Tuesday authorized the 19 N. Cliff St. Committee of Sale to negotiate a development agreement with Burnham Square Development Agency and present it to the council April 16.

Hopkins-Cavanagh could not be reached for comment Tuesday.

Hopkins-Cavanagh owns ShoreViews Real Estate in New London and has been active in politics for several years. She ran unsuccessfully as a petitioning candidate for New London mayor in 2011 and ran unsuccessfully as the Republican candidate against incumbent Democrat Joe Courtney for the 2nd Congressional District seat.

Cavanagh hosts a conservative radio talk show, “Lori on Liberty,” from 1 to 3 p.m. Sundays on 94.9-FM.
