Could somebody explain why the office of registrar of voters is a partisan office?

With all the potential for political mischief, the last thing that is needed for a fair and unbiased count and to protect your vote is someone in charge who is either a Democrat or a Republican.

Clearly, the registrar of voters should be someone with no political affiliation, an independent. There are a lot of us out there who can fill the bill but can't really embrace either of the two major parties.
