    Noank best served by owner-occupied short-term rentals only

    Short-term rentals have more than tripled in Noank in three short years, which is consistent with the explosion of STRs in nearby seaside communities. We must learn from the experience of other communities around New England and beyond where towns have caved to the commercial interests of the few at the expense of the community. Without stringent STR regulations, civic life in Noank will continue to suffer, our health and safety will be endangered, especially during a pandemic, and long-rental housing stock will be scarce.

    STRs should be limited to people letting out rooms or small apartments in properties they themselves occupy. This practice has a long history in Noank, and it works. From my experience, on-site STR hosts take responsibility, but those who are absent more often shift this burden onto their neighbors — who did not plan to live next door to a hotel.

    Owner-occupied STRs offer far less social disruption to a neighborhood while still allowing a homeowner a financial opportunity. Limiting STRs to owner-occupied properties would extinguish the motivation for property speculation based on STR potential. This would deescalate housing prices in general and be a major impetus in returning affordable shelter to our community.
