Sneaky way to push a Senate candidate

For the second time in the past four weeks I have received in the U.S. mail an envelope addressed to me with the following stamped to the front:
"STATE OF CONNECTICUT
ABSENTEE BALLOT APPLICATION ENCLOSED"
and also:
"DO NOT TAMPER
OFFICIAL DOCUMENT"
The enclosed letter is from Linda McMahon and it's an advertisement about her.
It does tell you how to go about applying for an absentee ballot but mainly it's a request for our vote.
Is this legal or rather ethical or whatever? This can't be right.
