Economy isn't 'brighter' for many

According to the Sept. 6 article in The Day, "Brighter economy makes Fed tapering more likely," yet my daughter can't find a job.
The local hospital continues to lay off employees. The casinos are laying off, and employee hours are being reduced industry wide, yet the economy is "brighter."
OK, please explain. What am I missing?
