New London water consumer didn't appreciate hidden service charge

Veolia New London WWPCA sent a notice about managing my water and sewer account online with online payments. Nowhere on the notice did it state that to pay online there is a service charge. I didn't find that out until I was just about to finish signing up. And they state with a picture of the New London logo, "Proudly operated by Veolia." Are they proud of hiding additional service charges on the already burden taxpayers?
I think Veolia does a good job with their service. But they should be more informative (in writing) on their online payment notice about their service charge.
