    Groton man faces kidnapping, cruelty charges related to domestic incident

    Groton – Town police on Monday evening arrested and charged a man with several felony charges related to a domestic altercation.

    Police charged James D. Tapp, 36, of 8 Larch Road with disorderly conduct, second-degree threatening, third-degree assault, first-degree kidnapping, first-degree unlawful restraint and second-degree reckless endangerment. Police also charged Tapp, who formerly served in the Navy and whose address is part of Naval housing, with cruelty to persons, a charge applied to "any person who intentionally tortures, torments or cruelly or unlawfully punishes another person or intentionally deprives another person of necessary food, clothing, shelter or proper physical care."

    Police said the "domestic situation" ended Monday morning, but would not say when it began. Police did confirm the female victim was not seriously injured. Police declined to give further details because of the sensitive nature of the incident, which police confirmed involved alleged domestic violence.

    The Naval Criminal Investigative Service, the state Department of Children and Families and the Naval Family Advocacy Program were all involved, as was the Groton Town police department.

    Tapp appeared in court Tuesday and remains held on $500,000 bond, police said.
