    Norwich City Council to debate final budget Monday

    Norwich — The City Council will deal with dueling budget resolutions with conflicting spending increases and cuts and changes to capital spending projects proposed by Republicans and Democrats as it finalizes the 2018-19 budget Monday.

    Republican Mayor Peter Nystrom has submitted a resolution for budget adjustments co-sponsored by Republican Alderwoman Stacy Gould with a list of 32 spending changes, including restoring four vacant police officer positions cut in May but cutting $160,000 from police overtime replacement costs to cover sick and vacation time. The list also includes cutting $100,000 from the city’s paid fire department’s replacement cost.

    Nystrom’s proposal also would eliminate a heavy equipment operator and a janitor position from the Public Works Department, and would reduce hours for several city positions, including two van drivers and an escort driver from the Rose City Senior Center and would eliminate seasonal recreational maintenance workers.

    Nystrom’s proposals did not include any changes to the school budget. The Board of Education and City Council held two lengthy budget workshops recently to discuss the school board’s request for a $6.8 million, or 9 percent, increase over this year’s $76.18 million budget. City Manager John Salomone’s budget called for a 2 percent school budget increase.

    Democratic Alderman Joseph DeLucia countered with a resolution with 46 proposed budget amendments, led by a proposed $761,843 increase to the school budget. DeLucia also proposed restoring the four vacant police officer positions and restoring a Public Works Department crew leader cut last month, while eliminating the heavy equipment operator position.

    DeLucia proposed restoring the $50,000 cut from Otis Library while cutting the city’s contribution to Norwich Community Development Corp. by $25,000. His proposal also would add $50,000 to the paid fire department’s overtime replacement account and $50,000 to the police overtime replacement account.

    Nystrom said Friday he has discussed with city Corporation Counsel Michael Driscoll how to handle the two lengthy lists of proposed budget changes. If Nystrom’s list is adopted by the 4-3 majority Republican City Council, then it would take motions to reconsider conflicting items on DeLucia’s list.

    By charter, the City Council must adopt a budget by June 11, but the council plans to adopt a final budget at the 7:30 p.m. meeting Monday.

    In addition to the operating budget, Republicans and Democrats have proposed separate amendments to the capital improvements budget. DeLucia and Democratic Alderwoman Stephanie Burnham proposed eliminating upgrades and repairs to the East Great Plain and Yantic volunteer fire departments and adding $150,000 for a new splash pad in the city’s recreation complex and $50,000 for bathrooms in Mohegan Park.

    Nystrom and Gould also proposed cutting $121,500 in fire department equipment and building upgrades in exchange for several small projects, such as fence repair to the Greeneville Park, Public Works Department property management and $39,000 for demolition in the Public Works Department.
