Norwich — Norwich police Officer Ryan O'Connell responded to a call for a man down Friday at Market Street and Chelsea Harbor Drive.
When he arrived, however, he found the city fire department's training dummy sprawled on the sidewalk.
Members of the fire department day shift were on the third floor of the parking garage setting up for their annual high angle rope training when the city dispatch center received the call. O'Connell arrived shortly after the firefighters confirmed the identity of the dummy with dispatch.
