    17-year-old charged with sexual assault of child

    Griswold — State police have charged a 17-year-old with sexually assaulting an 11-year-old girl in Jewett City.

    State police charged the teen with aggravated sexual assault of a victim under age 13, illegal sexual contact with a child under age 16, first-degree unlawful restraint, and second-degree strangulation. Police said he was taken into custody on an active arrest warrant Wednesday and taken to the Hartford Juvenile Detention Center.

    His name was not released, as he is a juvenile.

    State police Detective Christopher Hubbard, assigned to the Eastern District Major Crime Squad, wrote in the arrest warrant affidavit that Backus Hospital contacted Troop E in Montville in May, reporting that a woman brought her 11-year-old daughter to the emergency room and said the daughter had been sexually assaulted at the 17-year-old's house the day before.

    Detectives interviewed the 17-year-old and he confessed to sexually assaulting the victim, police said. The perpetrator was known to the victim. According to the affidavit, he described his actions in a written statement and said he did "not believe the Juvenile Victim wanted me to touch her like that."

    Police said an independent forensic interviewer questioned the victim, who "detailed, both verbally and in writing, the unwanted and unprovoked sexual and physical assault."

    Hubbard wrote that he believes the 17-year-old "to be an extreme risk to the public and any juveniles he encounters."
