    State police make third arrest in Preston bias case

    Preston ― State police charged a Norwich man Thursday with a bias crime in connection with a late summer fight that netted two arrests last week.

    Kenneth O. Munoz, 23, of 172 Norwich Ave, Apt. 3, was charged with first-degree intimidation due to bias, second-degree assault, second-degree breach of peace and second-degree criminal mischief.

    Two victims in the arrest warrant affidavit said Munoz was at a home in Preston late on Aug. 29 when he made derogatory comments about the 24-year-old male victim’s sexuality. The altercation then turned physical with involvement from two other men. The 19-year-old female victim told police she was assaulted while trying to intervene.

    Munoz told police he acted in self defense after the male victim made an advance on him and then pushed him in the chest when Munoz asked him to stop.

    Both victims said the men who attacked them left the home after multiple carloads of people arrived to pick up one of them, including one person they said lifted his shirt to reveal a gun.

    The woman went to Backus Hospital around 3:30 a.m. that morning, while the male victim went to the hospital around 5 p.m. that afternoon. Medical records obtained by state police showed the woman had a laceration on her head that took seven staples to close. The records said the man had faint bruising around his right eye and complained of pain to his wrist.

    Munoz was arraigned in Norwich Superior Court Thursday.

    Police on Jan. 12 charged Justin Gonzalez, 21, of 73 Hempstead St., Apt. 1, with first-degree intimidation due to bias, second-degree breach of peace and two counts of second-degree assault.

    They have also charged Jose M. Soto, 24, of 1 Court House Sq., Norwich, with second-degree breach of peace, first-degree intimidation due to bias and second-degree assault.
