    Suspect in car break-in held at gunpoint by man in Norwich

    Norwich ― A Manchester man trying to break into a vehicle was caught and held at gunpoint by a concerned citizen on Wednesday, police said.

    Police said they went to a residence on Laurel Boulevard at 9:26 p.m. after receiving a 911 call of a man trying to break into a vehicle. Police said they found 46-year-old Julian Welch of Manchester being held at gunpoint by the owner of the vehicle Welch was trying to enter.

    Police said Welch appeared to be either intoxicated or high on drugs but was taken into custody without incident. While speaking with neighbors, police said they learned that Welch was knocking on doors and had tried to enter one nearby home earlier in the evening. No injuries were reported.

    Welch was charged with two counts of breach of peace and one count of second-degree criminal trespass. Released on a $25,000 non-surety bond, Welch was taken to Backus Hospital for evaluation.

    Court records show Welch was convicted of attempted first-degree assault and criminal possession of a firearm, ammunition or electronic defense weapons in connection with an assault in Middletown in 2016. He was sentenced to five years in prison and three years probation, records show.
