    Harbor Police Incident Report Feb. 17 to 23

    The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

    Clinton

    Wednesday, Feb. 17

    No arrests were made.

    • A complaint of bad checks passed was investigated at an East Main Street establishment.

    Thursday, Feb. 18

    • A 48 year-old man was charged with possession of a controlled substance, possession of drug paraphernalia, illegal manufacture or distribution of narcotics, and possession of a controlled substance within 1,500 of a school or pubic housing following a motor vehicle stop on East Main Street.

    • A larceny was investigated on Killingworth Turnpike.

    Friday, Feb. 19

    • A 35 year-old Killingworth man was arrested on a warrant charging him with failure to appear in the first degree.

    • A 31 year-old woman of Bargate Road was charged with larceny in the sixth degree and possession of less than four ounces of marijuana.

    • A complaint about animals was investigated on Maple Avenue.

    Saturday, Feb. 20

    No arrests were made.

    • A 24 year-old Norwich woman was issued a misdemeanor for reckless driving (traveling at greater than 85 miles per hour) and passing on the right.

    • Criminal mischief was investigated on Nod Road.

    • A larceny was investigated on East Main Street.

    • A domestic dispute was investigated on Whitewood Road.

    Sunday, Feb. 21

    • A 56 year-old man of Grove Beach Road South was charged with driving while under the influence of alcohol or drugs and failure to drive in the proper lane of a multiple lane highway following a motor vehicle stop on Route 1.

    • An 18 year-old man of Lancaster, New Hampshire was charged with possession of less than four ounces of marijuana and possession of alcohol by a minor on a public street or highway. In the same incident a 20 year-old man of a differing address in Lancaster, New Hampshire was charged with possession of less than four ounces of marijuana, use and possession of drug paraphernalia, and possession of alcohol by a minor following a motor vehicle stop on Walnut Hill Road.

    • A 21 year-old Middletown man was issued a misdemeanor for operating a motor vehicle while under license suspension following a motor vehicle stop on West Main Street.

    Monday, Feb. 22

    • A 36 year-old man of West Main Street was charged with disobeying the signal of an officer (attempting to elude) and speeding between 71 and 85 miles per hour.

    • A 55 year-old man of Killingworth Turnpike was charged with larceny in the sixth degree following a shoplifting incident on East Main Street.

    • A 47 year-old man of Woods Lane was arrested on a warrant charging him with driving while under the influence of alcohol or drugs and failure to obey a stop sign following an incident on Woods Lane.

    Tuesday, Feb. 23

    No arrests were made.

    • A complaint of bad checks was investigated on Glenwood Road.

    Westbrook

    Wednesday, Feb. 17

    No arrests were made.

    • A 42 year-old woman of Flushing, New York was operating a 2006 Mercedes SL500 when she lost control and crashed. No injuries were reported at the scene and no enforcement action was indicated.

    Thursday, Feb. 18

    • A 56 year-old Groton man was charged with possession of marijuana, interfering with an officer/resisting arrest, and failure to maintain the proper lane of a multiple lane highway. He was released to his brother on a $1,000 cash bond.

    Friday, Feb. 19

    No arrests were made and no significant incidents were reported.

    Saturday, Feb. 20

    • A 22 year-old man of Old Clinton Road was charged with 13 counts of criminal mischief in the third degree, 13 counts of conspiracy to commit criminal mischief in the third degree, and one count of operating a motor vehicle without a driver's license. In the same incident a 20 year-old Chester man was arrested earlier and charged with 13 counts of criminal mischief and 13 counts of conspiracy to commit criminal mischief in the third degree. The arrests occurred after police responded to 911 calls reporting several youths walking down Wig Hill Road in Chester yelling and hitting mailboxes. The two arrestees were also allegedly driving around Chester, Deep River, and Westbrook smashing mailboxes. A total of 13 property owners were affected.

    • A 27 year-old Old Saybrook woman was issued a misdemeanor for operating a motor vehicle while under license suspension after she was observed behaving suspiciously while in the parking lot of the Exxon station on

    Route 153.

    Sunday, Feb. 21

    • A 22 year-old New London man was charged with driving while under the influence of alcohol or drugs, failure to obey an officer's signal, operating a motor vehicle without a license, and failure to drive right.

    • The passing of a counterfeit $100 bill was investigated at the Tanger Outlet Mall.

    Monday, Feb. 22

    • A 48 year-old man of Winterberry Circle was arrested on a warrant charging him with failure to appear in the second degree.

    • An attempted residential burglary was investigated at 252 Toby Hill Road.

    Tuesday, Feb. 23

    • A 20 year-old Chester woman was arrested on a warrant charging her with violation of probation. She was held in lieu of a $10,000 cash bond and transported to York Correctional Center in Niantic.

    • A 20 year-old Chester woman was charged with violation of probation. She was processed on a $10,000 surety bond.

    Old Saybrook

    Wednesday, Feb. 17

    No arrests were made.

    • A 42 year-old Chester man was issued a misdemeanor for failure to have insurance and operating a motor vehicle while under license suspension after being stopped for a headlight violation on Main Street.

    Thursday, Feb. 18

    • An 18 year-old Killingworth man was charged with possession of less than four ounces of marijuana, possession of drug paraphernalia, possession of alcohol by a minor, and traveling unreasonably fast on Middlesex Turnpike.

    • A 16 year-old was charged with possession of drug paraphernalia.

    • A 17 year-old was cited for possession of tobacco by a minor.

    Friday, Feb. 19

    • A 20 year-old man of Attawanhood Trail was charged with larceny in the sixth degree.

    Saturday, Feb. 20

    • A 22 year-old man of Attawanhood Trail was charged with disorderly conduct.

    • A 43 year-old Madison man was issued a misdemeanor for failure to obey a traffic signal and operating a motor vehicle while under license suspension following a motor vehicle stop on Boston Post Road at Ingham Hill Road.

    • A 47 year-old Madison man was cited for creating a public disturbance at 1750 Boston Post Road.

    Sunday, Feb. 21

    • A 28 year-old woman of Sunset Avenue was charged with larceny in the third degree, larceny in the sixth degree, and forgery in the third degree. She was processed and held at Old Saybrook Police Headquarters on a $1,200 surety bond pending arraignment in Middletown Superior Court on Feb. 22.

    • A 27 year-old Ivoryton man was cited for creating a public disturbance at 571 Boston Post Road. A 22 year-old Westbrook man was cited for creating a public disturbance at the same address.

    Monday, Feb. 22

    No arrests were made.

    Tuesday, Feb. 23

    • A 41 year-old Deep River woman was charged with driving while under the influence of alcohol or drugs, operating an unregistered motor vehicle, and disobeying the order of an officer on Main Street at Sheffield Street.

    From Feb. 17 to 23, Old Saybrook police also cited four motorists for using a hand-held cell phone while driving, two for failure to obey a control signal, two for operating a motor vehicle without a license, two for traveling unreasonably fast, one for failure to wear a seat belt in the front seat, and one for passing in a no passing zone.
