    Tommy Izaguirre-Chavez, 38, of 38 Maple Ave., was charged Friday with disorderly conduct, unlawful restraint, interfering with a 911 call and second-degree suffocation.

    Wingrove Sealy, 62, of 401 William St., was charged Friday with second-degree failure to appear in court.

    Vincent A. Baldassario, 19, of Manchester, was charged Saturday with reckless operation of a motor vehicle.

    Todd Bellerase, 50, of 23 Mill Road, East Lyme, was charged Saturday with carrying dangerous weapons.

    Norwich

    Jonathan Hough, 35, of 50 S. Broad St., Pawcatuck, was charged Friday with second-degree threatening.

    Juan Victor Gonzalez Zacarias, 23, of 214 Franklin St., was charged May 2 with driving under the influence of alcohol, failure to drive right, driving without a license and failure to have face protection on a motorcycle.

    Naiym Nation, 23, of 111 Broad St., Unit 3, was charged Friday with third-degree assault and disorderly conduct.

    Shannon R. Goulet, 49, of 44 Norwich Ave., Unit 47, was charged Friday with driving under the influence of drugs or alcohol and failure to drive in the proper lane.

    Dwayne A. Hairston, 38, of Windsor, was charged Friday with driving with a suspended license and stop sign violation.

    Kayla M. Burgess, 28, of 24 Broad St., Unit 2, was charged Saturday with two counts of violation of probation.

    James E. Miller, 54, of 228 Washington St., Unit C, was charged Thursday with assaulting public safety or emergency medical personnel and interfering with an officer.

    Pablo Rodriguez Marrero, 23, of 163 Huntington St., New London, was charged Saturday with second-degree failure to appear in court, driving with a refused/suspended/revoked registration, failure to have minimum insurance coverage and failure to wear a seat belt.
