John B. Kelly, 38, of 622 Williams St., New London, was charged Tuesday with possession of narcotics, possession of drug paraphernalia and failure to display plates.

James F. Maguire, Jr., 42, of 51 Mather Ave. was charged Monday with interfering with an officer and second-degree breach of peace.

Jennifer Torres, 29, of no certain address, was charged Monday with violation of probation/conditional discharge, possession of drug paraphernalia, and two counts of possession of narcotics.

Barbara J. Piscatella, 72, of 90 Chestnut Hill Road was charged Sunday with driving under the influence of alcohol or drugs and evading responsibility.

Seth E. Hilbert, 41, of 2350 Goldstar Highway, Apt. 25, Mystic, was charged Tuesday with disorderly conduct, violation of a protective order and third-degree assault.

Hansel Peguero Guzman, 26, of 31 Hempstead St. was charged Jan. 27 with disorderly conduct and second-degree strangulation.

Laura Kuhl, 56, of Newington was charged Thursday with second-degree failure to appear in court.

Waterford

Dylan Ugalde, 19, of 22 Terrace Blvd., New London, was charged Thursday with second-degree failure to appear in court.
