Morgan Church, 34, of 69 Turner Road was charged Monday with driving under the influence of alcohol or drugs, making an improper turn and traveling too fast for conditions.

Norwich

Kevin O’Farrill, 34, of 47 North St. was charged Wednesday with disorderly conduct and third-degree assault.

Rasheem M. Hall, 38, of 6 Kinney Ave. was charged Wednesday with disorderly conduct, second-degree strangulation, second-degree threatening and third-degree assault.

Waterford

David Ritchie, 55, of Middletown, was charged Wednesday with failure to display plates, possession of narcotics and use of drug paraphernalia.
