Three charged with prostitution in investigation of East Lyme hotels

East Lyme — Police charged three people with prostitution last week in connection with an investigation of criminal activity at hotels on Flanders Road.

Shannon Harmon, 48, of Salem was charged with two counts of prostitution, two counts of illegal possession of narcotics, possession of drug paraphernalia and possession of marijuana. Tori Leclerc, 26, of Windsor Locks was charged with prostitution. Kacie Rando, 35, of Old Lyme was charged with prostitution, possession of narcotics and possession of drug paraphernalia.

Police Chief Michael Finkelstein said the arrests occurred Thursday and Saturday of last week.

According to a police news release sent out Wednesday, East Lyme police and fire departments have responded to different hotels on Flanders Road 354 times since the start of the year, resulting in 20 arrests. Finkelstein said that the two hotels where Leclerc, Harmon and Rando were located — Starlight Inn and Motel 6 — account for the “vast majority” of calls for police, EMS or fire service.

“In a proactive effort to address the criminal activity occurring at these locations, the following individuals were arrested on the strength of arrest warrants issued by the Superior Court,” the release reads. “The crimes occurring have contributed significantly to the drug use, disturbances and other criminal complaints occurring at these locations.”

The release says there will be additional arrests related to the police’s investigation into hotels on Flanders Road.
