Norwich man pleads guilty to sexually abusing a child

A Norwich man has pleaded guilty to sexually abusing a child and taking photos and videos of the abuse.

Travis Williams, 34, pleaded guilty on Thursday in U.S. District Court in New Haven to child exploitation offenses.

According to court statements and documents, "on more than 100 occasions, Williams engaged in sexual acts with a child who was approximately 9-years-old," Thomas Carson, a spokesperson for the U.S. Attorney's Office, said in a news release. "He recorded some of these acts on his iPhone. Specifically, on July 21, 2019, Williams photographed himself sexually abusing the child. He subsequently sent the photographs to an adult female via text message. On July 27, 2019, Williams filmed 10 videos depicting him sexually abusing the child."

Williams and the woman he sent the photos to exchanged text messages in July 2019 where he discussed how he hoped to perform further sexual acts with the child.

Williams pleaded guilty to distribution of child pornography, which could put him in prison for between five and 20 years, as well as to one count of production of child pornography, which could put him in prison for between 15 and 30 years. His sentencing is scheduled for Jan. 24, 2022. He's been detained since Aug. 30, 2019, on related charges after he turned himself in at the Norwich police station upon learning of a warrant for his arrest.

Police launched the investigation in 2019 after being called to an apartment at a Broad Street residence on July 27. Detectives investigated the complaint and issued a warrant for Williams' arrest.

The FBI, Norwich police and state police are the investigating authorities in this matter.
