Man in custody following deadly domestic incident in Hartford

One man is in custody after a woman was shot and killed during a domestic incident in Hartford on Monday night.

The Hartford Police Department said officers were dispatched to a residence on Oakland Terrace at about 8:09 p.m. after a 911 caller reported a domestic incident.

As officers arrived they found a man in his 30s on the porch who had been pistol-whipped. He told officers his mother had been shot, according to police.

Officers entered the home and found a man, identified as 63-year-old Lance Logan of Hartford, with a firearm within reach. They were able to quickly detain him and located the gunshot victim, 64-year-old Carolyn Williams, who was pronounced dead at the scene, police said.

The victim’s son was taken to an area hospital for treatment of non-life-threatening injuries, according to police.

Police said they were able to develop probable cause to charge Logan with murder. An arrest warrant was drafted and approved, and Logan was transported to the Hartford Police Detention Division where he was booked on charges of murder, criminal possession of a firearm, second-degree assault with a firearm and violation of a protective order.

He is being held in lieu of a $3 million bond, according to police.

The protective order violation Logan faces stems from an order that forbade him from having any guns or ammunition, according to police. The order was not connected to Williams, police said.

Police said this is the 17th homicide in Hartford so far this year.

The Hartford Police Major Crimes and Crime Scene Divisions are conducting the investigation, which is ongoing.
