Old Lyme - The town will update residents Thursday on two initiatives: its plans to revamp the Sound View Beach area and a revised set of design and construction standards for public improvements.
Both proposals will come before residents for approval at a later date.
The town's design and construction standards for public improvements, which will be presented at Thursday's public information meeting, cover entities such as roads, driveways and drainage facilities.
The revised standards will clarify the distinction between private roads and public roads, as well as bring Old Lyme's standards more in line with other towns, said Planning Commission Chairman Harold Thompson.
The standards will further detail the town's requirements for accepting a road and the specific characteristics, such as width and grading, required for the road, said Thompson. Sometimes a new owner of a property wants to turn a private road that was installed by a previous owner into a town road, rather than personally maintain it.
The Planning Commission, which has been revising the standards for several months, also worked to ensure the design standards and subdivision standards are consistent with each other. Information about the revisions may particularly interest developers and residents living near private roads, Thompson said.
Information on the Sound View improvement project is second on Thursday's agenda.
The Sound View project calls for a picnic area, permanent bathrooms and a bike path from Hartford Avenue to Route 156 up to the Raymond E. Baldwin Bridge.
The engineering firm BSC Group of Glastonbury will present the plan and design specifications, as well as the cost and scope for this first phase, according to the agenda.
A federal transportation grant, administered through the state Department of Transportation, will cover 80 percent of the project's costs. Residents will vote on whether to approve the planning and design phase at a meeting to be scheduled. Later in the process, a town meeting will be held on the construction phase.
