Jessie W. Faulkner, 33, of 22 Clairmont Ave., Norwich, was charged Tuesday with possession of narcotics, failure to drive in the proper lane, failure to obey a control signal, driving an unregistered motor vehicle, failure to maintain minimum insurance, misuse of a marker or plate and driving with a suspended license.
