    State police charge New London man with cashing fraudulent check

    State police arrested a New London man Monday on charges that he allegedly cashed a fraudulent state Department of Revenue Services tax refund check. 

    Ramell Humphrey, 27, of 73 Blackhall St. was charged with first-degree forgery and second-degree larceny.

    On June 6, 2014, Det. John Jette of the state police Eastern District Major Crime Squad was assigned to investigate a report that fraudulent state Department of Revenue Services tax refund checks were being cashed at several area banks.

    According to the arrest warrant, Jette said on 12 occasions individuals cashed these fraudulent checks at the Citizens Bank located at 1 Mohegan Sun Boulevard in Uncasville and another four times at the Citizens Bank at 46 West Broad St. in Pawcatuck.

    According to police, on May 1, 2014, a man, later identified as Humphrey, entered the Citizens Bank in Pawcatuck and cashed what appeared to be a Bank of America check in the amount of $1,501.55.

    The account holder on the check was listed as the State of Connecticut Department of Revenue Services.

    Humphrey, who was recorded on the bank's surveillance camera, left the bank after he was given the money, the warrant said.

    Jette said he met with Humphrey on June 11, 2015. Humphrey said last year he received a manila envelope that contained a check from a man police identified as witness No. 2.

    He told police that he went to cash the check at a Citizens Bank that was about 10 minutes from Foxwoods Resort Casino. 

    He said a woman whom police identified as witness No. 1 drove him to the bank.

    Humphrey said he cashed the check and received about $2,000. He said he gave witness No. 1 the money and she gave him $20. The pair drove back to Norwich and he got out of the woman's car.

    Humphrey told police said he saw witness No. 2 get inside the vehicle and observed witness No. 1 give witness No. 2 some money.

    The investigation is ongoing.

    Humphrey is out on bond and is scheduled to appear in Norwich Superior Court on Oct. 22.
