    Airport authority will submit casino proposal, official says

    The Connecticut Airport Authority plans to submit a proposal to MM4CT Venture, the Mashantucket Pequot-Mohegan partnership soliciting bids for a third casino in Connecticut.

    “In view of the decision by MM4CT to accept proposals that are not fully complete, the CAA plans to move forward with a submittal,” Kevin Dillon, the authority’s executive director, said in a statement issued this afternoon. “We also plan to ask the new Windsor Locks Board of Selectmen to take up action on it as soon as possible.”

    Bradley International Airport is located in Windsor Locks.

    Windsor Locks' first selectman-elect, Chris Kervick, told The Day Wednesday that he planned to revive the Board of Selectmen’s discussion of the airport casino proposal when he takes office Nov. 24. Last week, the current board failed to vote on a motion calling for it to join the CAA in responding to the tribes’ request for casino proposals.

    “Rather than extending the deadline for submission of responses to accommodate municipal elections, the Venture has determined to encourage responses, even if incomplete,” MM4CT announced in an online post.

    Responses to the RFP are due Friday. MM4CT has indicated it does not intend to release information about the responses.

    East Hartford’s bid for the casino would have a greater impact than competing proposals, according to the developer behind the bid.

    The plan to convert a vacant Showcase Cinemas building on Interstate 84 represents “the single most transformational opportunity in the region when it comes to job creation and reducing urban unemployment,” Tony Ravosa, Silver Lane Partners’ managing member, said today in a statement.

    Ravosa cited data showing that East Hartford’s unemployment rate of 6.5 percent outstrips that of East Windsor (4.9 percent) and Windsor Locks (4.8), two other towns mentioned as potential casino sites. Connecticut’s overall unemployment rate stands at 5.1 percent.

    “In looking at these numbers, you can determine very quickly where this project would have the greatest immediate regional impact,” Ravosa said.

    He also cited par-capita income statistics that show the average income in East Hartford ($25,578) and in Hartford ($16,619) are below those in East Windsor ($32,769) and Windsor Locks ($35,933).

    According to a report commissioned by Silver Lane Partners, the proposed casino’s full-time employees would earn annual salaries and benefits of $56,900.
