Some I-95 fixes don't need study

I must disagree with The Day's position that the 18-month study is necessary before any changes are made to Interstate 95, “Fixing I-95 at a crawl?” (Nov 18). We are talking about a safety concern.
To me it seems like a no brainer to close the Exit 75 on ramps in both north and south direction immediately. It would not be costly; jersey barriers and a few signs, and could be reversed if not affective. But to wait 18 more months before we even get started is a classic lesson in bureaucratic inaction.
I am sick and tired of all the articles and talk and no action.
