    Old Lyme finance board to review proposed budget

    Old Lyme - The Board of Finance on Tuesday heard an overview of a preliminary budget of $34,657,110 for the 2015-16 fiscal year.

    The proposed budget, as it currently stands, is 3.38 percent more than the approved budget for 2014-15. The Board of Finance will begin reviewing the budget by each department at its upcoming meetings. The board next meets at 7:30 p.m. on Feb. 3.

    The budget overview presented Tuesday by Finance Director Nicole Stajduhar contains some estimated costs as placeholders. For example, the budget includes an estimate for the town's portion of the Lyme-Old Lyme school board's budget - based on prior history - but the school board has not yet approved its budget.

    Capital requests in the town's proposed 2015-16 budget include $400,000 for Public Works to repave Rogers Lake roads, $200,000 to remove the town's older gas tanks and $100,000 to repair the Mile Creek Bridge, a project for which the town also has applied for a state grant.

    Board of Finance Chairman Andy Russell said there are discussions within the board's Capital Expenditure subcommittee of potentially allocating some of the town's surplus funds to cover some capital expenditures, such as paving the Rogers Lake roads and removing the gas tanks.

    Next fiscal year, Town Hall employees' salaries are overall set to increase 2 percent, while Public Works and police salaries will increase 2.5 percent.

    Other budget requests include $25,000 to put toward the town's next revaluation, an additional $7,000 for an Everbridge reverse 911 system for the emergency management department and about $16,000 for field supplies for Little League.

    Next year, debt interest is expected to decrease by $6,000. Insurance is also estimated to decrease by $30,000, due to a high-deductible plan and a mix of coverage changes, according to a budget summary document. The town also will spend about $15,000 less next year for its parking lot at Sound View, since it has installed a parking kiosk rather than hiring parking attendants.
