    Ethics board denies complaints filed by New London mayor’s assistant

    New London — The Board of Ethics has rejected two complaints filed by Tambria Moore against Democratic mayoral candidate Michael Passero.

    Moore, the executive assistant to Mayor Daryl Justin Finizio, complained in August that her name and image appeared on Passero’s campaign website without her permission prior to the Democratic primary.

    Passero later defeated Finizio in the primary.

    Moore wrote a letter to the editor that appeared in The Day about the website.

    Later, Moore claims Passero was outside her office discussing with another employee the spike in hits to his website as a result of the letter when Passero used a degrading expletive to refer to her.

    Moore filed a harassment complaint with the city’s personnel administrator that was referred to the City Council.

    The Board of Ethics voted on Sept. 16 that it was unable to accept either of the complaints, according to documents obtained by The Day.

    In the case of the use of her image and name on a website, the ethics board referred Moore to the Office of Governmental Accountability of the State Elections Commission.

    Regarding the complaint about Passero’s alleged comment at City Hall, the ethics board said: “it is felt that such interactions involving employees of the City of New London would properly be initially considered by the HR Director and the Personnel Board,” according to a Sept. 16 letter from Board of Ethics Chairman K. Robert Lewis.

    Lewis added in the letter that “should you not find relief through that authority, it may be appropriate to re-file a complaint with the Board of Ethics.”

    Moore declined comment on the ruling.

    When asked about the complaint in September, Passero said he thought it was “political smear.”
