    Stonington PZC rejects expansion of Stone Ridge physician's practice

    Mystic — The Stonington Planning and Zoning Commission voted unanimously Tuesday night to reject an application by the Stone Ridge retirement community to amend the town’s zoning regulations so a physician’s office there also could serve “prospective residents.”

    The commission voted 4-0 to deny the application after residents and commission members expressed concerns about security and parking.

    The change would have allowed Dr. Michael Feltes, who has a gerontology practice in the complex, to serve nonresidents in an existing building. The application stated the change would have virtually no traffic impact and would be limited to a single physician.

    The proposal said the office would have fostered the development of high quality, local gerontology physician services at Stone Ridge and the Masonicare project currently under construction on a section of the Coogan Farm property.

    In his staff report, Town Planner Keith Brynes wrote “that since the language regarding ‘prospective’ occupants/residents is not readily enforceable,” he recommended that if the commission decided to approve the amendment it modify the language “to allow medical facilities to more generally serve seniors in the community” by stating such facilities would serve seniors age 55 or older.

    The denial comes as developer David Lattizori is preparing a $40 million to $60 million proposal for 70 acres of the Perkins Farm property that would create a health, research and academic campus with a geriatric health and residential component across Jerry Browne Road from Stone Ridge. About half the property would be left undeveloped, creating a buffer along Jerry Browne Road between the project and Stone Ridge. A formal application is expected in the coming months.
