Norwich -- Police have charged a local man in connection with the Oct. 16 fire that displaced seven people from the duplex where he also lived.

Kenneth Barbour Jr., 44, was arrested Friday and charged with first-degree arson.

Barbour lives at 7 Terrace Ave. in Taftville, where neighbors reported smoke coming from the duplex building early on Oct. 16.

Taftville Fire Chief Timothy Jencks said the fire was contained to the basement. No injuries were reported.

Jencks said four adults and three children were displaced from one of the duplex’s units. The occupants in the second unit in the duplex were allowed to return.

Barbour is being held at the Norwich Police Department on a $250,000 bond. He is scheduled to appear in court Nov. 5.
