    Convicted pedophile charged in new child sexual assault case

    Norwich police served convicted pedophile Robert T. Beemer Wednesday with an arrest warrant charging he molested a 5-year-old girl last summer after the girl's mother, who told police she was unaware Beemer was a registered sex offender, left her children with Beemer and his fiancé at their apartment at 128 Broadway.

    Beemer, 52, is accused of fondling the child after taking her into the basement, asking her to change into a pair of rubber pants and photographing her while partially undressed, using an unauthorized cellphone.

    The girl reported that "Bobby" told her it was "their little secret," gave her a doughnut and took her out for ice cream as a reward.

    Another sibling, 9 years old, made disclosures about Beemer, but would not discuss the allegations with police.

    Incarcerated for alleged probation violations since Aug. 3, when the girls' mother came forward with the new allegations, Beemer wore an orange prison jumpsuit and stood with his court-appointed attorney, Gregg W. Wagman, in New London Superior Court as Judge Hillary B. Strackbein read him his rights. 

    He pleaded not guilty to risk of injury to a minor and fourth-degree sexual assault.

    Beemer did not look at his daughter, Lorraine Beemer Rodriguez, who sat in the front row of the courtroom gallery during his court appearance.

    Rodriguez and her siblings recently revealed themselves publicly as the victims of their father's first child sexual assault case in the late 1990s, saying they want to help ensure he doesn't hurt more children.

    Rodriguez assisted Norwich police in the latest investigation, according to an arrest warrant affidavit prepared by detective Julie St. Jean.

    Beemer served eight years in prison after pleading guilty in 2000 to sexually assaulting his children and others.

    Released in 2008, he was required to register as a sexual offender for life, prohibited from having contact with minors and placed on strict probation for 25 years.

    Since 2008, he has served additional short prison stints for violation of probation after probation officers reported he had lingered in playgrounds, stolen diapers, failed substance abuse screens, possessed child pornography and had unapproved contact with one of his victims.

    He was on electronic monitoring and was working as a dishwasher at a Groton diner when he was charged with the latest offenses.

    Beemer is being held at the MacDougall-Walker Correctional Institution in lieu of $550,000. His attorney said he would not be posting bond. His next court date is March 16.
